Organization Summary:

Hope After Rape (HAR) is a national indigenous NGO in Uganda dedicated to empowering
vulnerable communities. HAR’s vision is a Resilient, Dignified and Safe Society.
HAR has received a two-year grant award from Enabel, the Belgian Development Agency, under the
framework of Green and Decent Jobs for Youth (WeWork) in the Busoga region. This initiative aims
to improve the livelihoods of 300 vulnerable youths in Kamuli District by equipping them with
sustainable green skills for regular income and financial independence.

Job Description:

1. Financial Management:
o Manage day-to-day financial operations of the project, including processing
payments, payroll, and petty cash management.
o Ensure accurate and timely recording of financial transactions in compliance
with organizational and donor requirements.
Reconcile bank statements and maintain proper documentation of all financial
records.
2. Budgeting and reporting:
o Support the Finance Manager in preparing project budgets and financial
forecasts.
Generate accurate monthly, quarterly, and annual financial reports for internal
review and donor submission.
Track and report on project expenditures, ensuring they align with approved
budgets and timelines.
3. Compliance and Auditing:
Ensure adherence to financial policies, procedures, and donor regulations.
Prepare for and support internal and external audits by providing required
documentation and explanations.
4. Procurement Support:
o Support in verifying and processing procurement payments, ensuring compliance
with procurement policies and procedures.
o Assist in tracking and managing project assets and inventory to ensure
accountability.
5. Capacity Building:
Provide financial guidance to project staff to ensure adherence to budgetary
and financial requirements.
o Conduct periodic training on financial policies and procedures for team
members as needed.
6. Risk Management:
Identify and mitigate financial risks by ensuring robust controls are in place.
o Monitor cash flow and prepare periodic liquidity updates to ensure project
financial stability.

Key Duties:

Maintain proper accounting procedures inaccordance with the standard accounting
practices.
• Fulfill financial procedures and reporting systems required by various agencies and
partners.
• Keep books of accounts and prepare standard statements of accounts.
• Prepare periodic project and institutional financial statements.
• Administer the day-to-day project financial affairs as directed by the organizational
executive director.
• Coordinate the procurement process of all goods and services of the project
Monitoring and supervising the procurement supplies.

Qualifications, Skills & Experience:

Bachelor’s Degree in Finance, Accounting, or a related field.
Professional certification (e.g., ACCA, CPA) or progress toward certification is an
added advantage.
At least 3 years of experience in financial management, preferably within an NGO
or donor-funded project.
Proficiency in accounting software (e.g., QuickBooks) and MS Office,
particularly Excel.
Strong analytical and problem-solving skills.
Knowledge of donor compliance requirements and financial regulations in
Uganda.
